Quota exhausted

The fix. Pre-compile early and submit at the opening second; consider the Blue Card if the candidate qualifies.
Working in Italy starts with the employer, not the worker: the Italian company applies to the Sportello Unico per l'Immigrazione for a nulla osta (work authorisation), either inside the annual Decreto Flussi quota (164,850 entries in 2026, filed on click days in January and February) or outside the quota for highly skilled hires under the EU Blue Card and Article 27 categories. With the nulla osta, valid six months, the worker applies at VFS Global Italy for a type D work visa (EUR 116) and, within eight days of arrival, signs the residence contract and files the residence permit (about EUR 116 to 200). The Blue Card needs a degree or qualifying experience and a salary of at least EUR 36,300 in 2026.
Which route applies to an Indian hire? Skilled professionals with a three-year degree (or five years' experience, three for ICT managers and specialists) and an offer of EUR 36,300 or more a year use the EU Blue Card, which has no quota and a 30-day nulla osta target; intra-company transferees, executives, university staff, researchers, nurses and a few other Article 27 categories also enter outside the quota. Everyone else, from skilled trades and logistics to tourism and care work, depends on the Decreto Flussi quota, where the employer must file on the click day for the sector. India is among the countries with a migration and mobility agreement, which the 2026-28 decree rewards with reserved quotas.
What does it cost? EUR 116 for the type D work visa at VFS (plus the service fee of about INR 2,000); the nulla osta itself is free apart from a EUR 16 revenue stamp. In Italy the residence permit kit costs EUR 70.46 plus EUR 16 stamp and EUR 30 postage, with a contribution of EUR 40 to 100 depending on validity (EUR 100 for the two-year Blue Card permit). Employers pay the nulla osta costs and usually the visa; levies and health surcharges do not exist.
How long does it take from India? Blue Card and Article 27 nulla osta: 30 days by law, often 60 to 90 in Milan and Rome; Decreto Flussi: the click day decides who enters the quota, then the nulla osta follows in two to six months. The visa takes about two to four weeks at VFS after the nulla osta is transmitted. Plan three to five months for a Blue Card hire and six to twelve months for a quota hire.

The 2026-2028 decree (DPCM of 2 October 2025) sets 497,550 entries over three years and 164,850 for 2026: 76,200 non-seasonal (including sub-quotas for family carers, cooperation countries and training in the country of origin), 88,000 seasonal and 650 self-employed. Applications are pre-compiled on the Ministry of the Interior's portal from the autumn and sent on the click days: 12 January 2026 for seasonal agriculture, 9 February for seasonal tourism and 5, 7 and 12 February for the non-seasonal channels. Requests are processed in order of arrival until the quota is exhausted, so employers with a prepared file at the opening second get in.
The EU Blue Card, reformed in Italy in November 2023, is the route for Indian engineers, IT specialists, finance and pharmaceutical professionals: a three-year degree or five years of relevant experience (three for ICT managers and specialists), a contract or binding offer of at least six months, and a salary not below EUR 36,300 in 2026 (1.5 times the ISTAT average gross salary; about EUR 29,000 for shortage occupations) and not below the national collective agreement for the role. After 12 months Blue Card holders can move to another EU state's Blue Card, and the permit counts fully toward long-term residence.

Italy charges no immigration skills levy or health surcharge; workers pay social contributions of about 9.2 per cent and income tax at 23 to 43 per cent, with the impatriate regime exempting 50 per cent of income for five years for qualifying new residents. Vistolane charges the EUR 116 visa fee at the official rate and shows the permit kit separately.

| Employer file | 2 to 4 weeks | Housing certificate takes longest |
| Nulla osta (Blue Card / Art. 27) | 30 to 90 days | Prefecture checks |

| Visa at VFS | 2 to 4 weeks | Within 6 months of the nulla osta |
| Residence permit | File within 8 days; card in 1 to 3 months | Receipt allows work and travel |
Blue Card hires can plan three to five months from offer to first day; quota hires depend on the click day calendar and should be lined up by the previous autumn.
Work permits allow a change of employer: the new employer files a communication (and, for the Blue Card in the first year, a fresh nulla osta check) and the permit is updated at renewal. Spouses and children join through family cohesion in Italy or reunification from India, with the income test set at the social allowance plus half for each family member; Blue Card families are exempt from the waiting period. Unemployment allows a 12-month permit to find new work.
After five years of legal residence with income at or above the social allowance and an A2 Italian test, workers apply for the EU long-term residence permit (EUR 100 contribution plus the kit); Blue Card holders may count time in other EU states. Citizenship by residence requires ten years, and Indian law requires renunciation of Indian citizenship on acquiring Italian.
