Investment below the threshold
Property or capital valued under OMR 250,000.
The fix. Combine assets (property plus shares or bonds) to reach the figure.
Oman's Investor Residency Programme, run by Invest Oman under the Ministry of Commerce, Industry and Investment Promotion since 2021, grants a 5-year renewable residency to foreigners who invest OMR 250,000 (about INR 5.6 crore) and a 10-year residency for OMR 500,000, in freehold property in an Integrated Tourism Complex, company capital or shares, or government bonds, with a retiree track for applicants over 60 with OMR 4,000 a month of income or a property purchase. The residency covers the spouse, children and parents, requires no employer sponsor, allows the holder to own and run businesses and gives multiple-entry travel; applications are filed through the Invest Oman portal with proof of the investment, a clean record and a medical, and decided in 2 to 6 weeks. Processing and card fees are set at application, and the investment must be maintained for the residency period.
Who qualifies for Oman investor residency? Foreign nationals aged 21 or over who invest at least OMR 250,000 (5-year track) or OMR 500,000 (10-year track) in one or a combination of: freehold real estate in an Integrated Tourism Complex such as Al Mouj, Muscat Hills or Hawana Salalah, the capital of an Omani company or shares in a public company, or Omani government bonds; retirees aged 60 or over with a monthly income of OMR 4,000 or property worth OMR 150,000 also qualify for the 5-year track. Applicants need a clean criminal record, a health certificate and proof that the funds are legitimate. Indian business owners in Oman and buyers of Al Mouj and Hawana Salalah property are the main users.
What does it cost? There is no fixed visa fee; the cost is the investment itself (OMR 250,000 or OMR 500,000, retained for the residency period) plus Invest Oman's processing charge and the resident card fee quoted at application, property registration fees of 3 per cent for real estate, and company registration costs of OMR 150 to 300 for the corporate route. Dependants are included. Vistolane's partner shows every government charge at the official rate when the application is prepared and shows its service separately.
How long does it take? Invest Oman decides most complete applications in 2 to 6 weeks after the investment is verified (title deed, commercial registration or bond certificate), and the residency card is issued on arrival or at the ROP for applicants already in Oman. Property purchases in ITCs take 4 to 8 weeks to register, so 2 to 4 months from decision to card is realistic.

Freehold ownership for foreigners is limited to Integrated Tourism Complexes, so the property route means Al Mouj Muscat, Muscat Hills, Muscat Bay, Jebel Sifah, Hawana Salalah and similar developments, where a two-bedroom apartment starts around OMR 120,000 and villas exceed OMR 250,000; usufruct rights in other areas do not count. The corporate route accepts 100 per cent foreign-owned companies registered under the 2020 Foreign Capital Investment Law, and the investment is verified from the commercial registration and audited accounts.
Investor residency removes the employer sponsor but does not itself permit salaried employment with a company you do not own; holders working for others still need a labour clearance. The residency does not lead to Omani citizenship, which requires 20 years of residence and Arabic under the nationality law.
