Too early or short history
Applied at six months with a single tax year and no family in Singapore.
The fix. Reapply after two years with Notices of Assessment, a stable employer and family included.
Employment Pass and S Pass holders who have worked in Singapore for at least six months can apply for permanent residence under the Professionals, Technical Personnel and Skilled Workers scheme, including spouse and children under 21. The e-PR application costs SGD 100 per applicant, ICA takes about six months to decide, and approved applicants pay SGD 120 at formalities for the entry permit, five-year re-entry permit and identity card. ICA weighs time in Singapore, salary, qualifications, age, family ties and integration, and gives no reasons for rejection.
Who qualifies for Singapore PR? Under the PTS scheme, Employment Pass, S Pass, ONE Pass and Personalised Employment Pass holders who have held the pass and worked in Singapore for at least six months at the time of application, with spouse and unmarried children under 21 included. Spouses and children of citizens and PRs apply under the family scheme, students after two years of residence and a national exam under the student scheme, and investors through the Global Investor Programme (SGD 10 million).
What does it cost? SGD 100 per applicant on the e-PR portal, non-refundable. On approval, formalities cost SGD 20 for the entry permit, SGD 50 for the five-year re-entry permit and SGD 50 for the identity card, so SGD 120 per person. Documents such as Indian degrees, marriage and birth certificates must be uploaded with official English translations where needed; no agent is required.
How long does it take? ICA states most applications are processed within six months; some take longer and ICA does not expedite. Formalities must be completed within two months of the approval letter and include a medical examination. Rejected applicants can reapply after six months, ideally with a material change such as a higher salary or a new family tie.

ICA does not publish a points system. The factors it describes are the length of stay in Singapore, salary and economic contribution, qualifications and the sector, age and family profile, family ties to citizens or PRs, and integration such as community involvement and children in local schools. Applicants who have been in Singapore for two years or more, earn well above the Employment Pass floor and apply with family tend to do better; applications after only six months rarely succeed unless the profile is strong.
Approval brings obligations: CPF contributions from employer and employee at graduated rates in the first two years, National Service liability for sons who become PRs under 21 (registration at 16.5, enlistment at 18), and renewal of the re-entry permit every five years with evidence of continued residence and work. Indian citizens remain Indian citizens as PRs; Singapore citizenship after two years as a PR requires renouncing Indian citizenship, since India does not allow dual nationality.

A rejected applicant can reapply after six months; a higher salary, a new tax year, marriage or a child born in Singapore are the changes that most often turn a second application.
PRs live and work in Singapore without a work pass, change jobs freely, buy resale HDB flats after three years (with a citizen or another PR spouse) and pay CPF, which funds housing, healthcare and retirement. The re-entry permit must be valid whenever you are outside Singapore; letting it lapse abroad ends PR status. ICA renews it for five years for PRs who remain employed and resident, and for one year where ties have weakened.
Citizenship by registration opens after two years as a PR, with the same factors and a renunciation of Indian citizenship; Indian-origin citizens of Singapore can hold an OCI card. Parents can be sponsored for PR under the aged-parent scheme by citizens, and for Long-Term Visit Passes by PRs.
