Institution or course not approved
A private institution without EduTrust certification or a part-time course.
The fix. Enrol only in approved full-time courses; check the institution's EduTrust status before paying tuition.
Every Indian student on a full-time course in Singapore needs a Student's Pass issued by ICA. The institution registers you on SOLAR, you complete the e-Form and pay SGD 45, ICA decides within one week for universities and polytechnics (two weeks when a visa is required, as for Indians) and longer for private institutions, and SGD 60 is paid on issuance after arrival. Apply two to three months before the course.
Who qualifies for a Student's Pass? Students accepted into an approved full-time course at an Institute of Higher Learning (the six autonomous universities, five polytechnics and listed offshore campuses such as INSEAD and SP Jain), a Private Education Institution registered with SkillsFuture Singapore and EduTrust-certified for Student's Pass sponsorship, or a school. Part-time, evening and weekend courses do not qualify.
What does it cost? SGD 45 non-refundable processing fee at application and SGD 60 issuance fee when the pass is issued, plus SGD 30 for a multiple-journey visa where ICA issues one, so SGD 105 to 135. Universities charge a medical examination (about SGD 50 to 100) and private institutions a banker's guarantee or security deposit in some cases. Tuition fees are separate.
How long does it take from India? ICA processes IHL applications within one week, or two weeks when a visa is needed, and private institution applications within about four weeks; some cases take longer. Institutions open SOLAR registration two to three months before the intake and the In-Principle Approval letter doubles as the entry visa.

ICA issues the pass; the institution sponsors the application by registering the student on the Student's Pass Online Application and Registration system (SOLAR) and issuing a registration acknowledgement letter with the SOLAR reference. The student then completes e-Form 16, uploads a photo and pays SGD 45. Approved courses at Institutes of Higher Learning are fast-tracked; Private Education Institutions must hold EduTrust certification and ICA screens their applications more closely, which is why processing takes longer.
There is no published funds threshold, but the e-Form asks for financial support details and ICA may request bank statements, a sponsor's income proof or a scholarship letter; universities suggest budgeting SGD 1,000 to 2,000 a month for living costs plus tuition of SGD 20,000 to 60,000 a year for international students at public universities (less with the MOE Tuition Grant, which carries a three-year work bond in Singapore). Students aged 12 and below must submit vaccination records to the Communicable Diseases Agency.
Holders of a Dependant's Pass or Long-Term Visit Pass can study without a Student's Pass. Students at approved institutions may work 16 hours a week during term and full-time during vacations without a work pass; students at most private institutions may not work at all.

Students at approved institutions can work 16 hours a week in term and full-time in vacations; interns need a Training Employment Pass or Work Holiday Pass where the institution does not arrange it. Spouses and children do not receive dependant status on a Student's Pass. Students who take the MOE Tuition Grant must work for a Singapore-registered company for three years after graduation.
Graduates can apply for a one-year Long-Term Visit Pass through ICA to look for work, and then an Employment Pass (SGD 5,600 in 2026) or S Pass (SGD 3,300). Graduates of autonomous universities also fit the PR scheme for students after two years of residence; the Singapore work and PR route pages cover both.
